No ceasefire limit in MoU draft

The draft agreement between the Government and the LTTE drawn up by the Norwegian delegation which left the country yesterday does not specify a time limit for the envisaged ceasefire that would come into operation before February 24, according to well informed sources.

The agreement calls for a two-week prior notice if either party decides to call off the ceasefire. During the ceasefire, a five-member monitoring committee would be appointed in each of the six districts in the North and East. Each monitoring committee will consist of two government nominees, two LTTE nominees and a member of the international community, who will represent a Scandinavian country.

Agreement will also be reached on the reopening of the A-9 Kandy Jaffna highway which will facilitate an uninterrupted supply of allowed goods to reach the Vanni areas.

Both the Army and LTTE would vacate all places of worship and school premises they occupy now. Unarmed LTTE cadres will be allowed to enter areas under military control. And the LTTE can also engage in political activities in these areas. Both parties can recruit personnel but nobody should be forced to join the government military or the LTTE. There should not be any confrontations either in the ground, sea or air between either party.

No party should engage in smuggling of people, arrests, torture or any inhuman activity. The Norwegian delegation prior to their departure yesterday informed New Delhi, the contents of their draft through the Indian High Commission in Colombo.

Indian High Commission sources said that according to the Norwegian delegation, both the Government and the LTTE are keen to sign a Memorandum of Understanding to pave the way for a permanent ceasefire.

The Norwegian delegation during their two-day visit to Sri Lanka had extensive talks with the President, Prime Minister, Leader of the Opposition and other minority political parties.
