Conference on Financial Reforms

The first Conference on Financial Reforms will be held from March 18 to 20 at Trans Asia Hotel.

It is organised by the Development and Review Committee on Financial Reforms, Advisory Council for Industry, Ministry of Enterprise Development, Industrial Policy, Investment Promotion and Constitutional Affairs. The conference is coordinated by the Sri Lanka Association of Investment Analysts.

According to sources, the business community has been discussing the current status of the financial system in Sri Lanka and the strong political will needed to reform it during the past few months. As a result of the discussions, the business community has decided to host the ground breaking conference on reforming the financial sector. The organisers expect that the event would initiate debate and discussion and increase public interest on the subject of reform.

The keynote address at the conference will be delivered by Prime Minister Ranil Wickremesinghe on the theme 'Taking Ownership for Financial Reform in Sri Lanka' while Senior Resident Representative of the International Monetary Fund Dr Nadeem Ul Haque will speak on 'The Need for Financial Reform in Sri Lanka'.

The conference will have four sessions. The first session has been themed 'Critique of the Present Financial System from the User Viewpoint' while the second session will discuss 'Future Financial Markets'.

Session three will discuss 'The State of the Present Financial System from the Industry Viewpoint' while session four will concentrate on 'The Role of the Government'.

During the first session, Board of Investment Chairman Arjuna Mahendran will address the gathering on 'Critique of the Present Financial System' while the point of view of small investors will be presented by the President Small Investors Association Dr N.I. Wickramanayake and Financial Consultant of Broadmark Asset Management Ltd., USA Sanjay Kulatunga.

The point of view of fund managers will be presented by Fund Manager of Ayojana Nirosh de Silva while the point of view of corporate financial officers of major firms will be presented by CFO of Aitken Spence Trevin Jayasekera. The insurance brokers' angle will be presented by Chartered Insurance Broker S.N. Senaratne and Senior Manager HNB and HNB Securities G. Ramanan.

Secretary Ministry of Enterprise Development, Industrial Policy and Investment Promotion and Constitutional Affairs Ranjith Fernando will chair the session while the panellists will be Faizal Salieh, Ravi Abeysuriya and Arjuna Mahendran.

Session two will discuss future financial markets. Ranjith Fernando will speak on 'Narrow vs Broad Banking'. Ken Balendra will chair the session while the panellists will be Nihal Fonseka, Nihal Welikala and Ranjith Fernando. CEO Hatton National Bank Rienzie Wijetilleke will speak on the 'Present State of Banking'. Moksevi Prelis will chair the session while the panellists will be Anthony Barned, Kapila Jayawardena and Rienzie Wijetilleke.

Deputy CEO Standard Chartered Grindlays Mangala Boyagoda will address the gathering on 'Missing Markets'. The session will be chaired by Dr Nadeem Ul Haque while the panellists will be Dheerendra Abeyratne, Dr H.N. Thenuwara and Mangala Boyagoda. Director General Securities and Exchange Commission Dr Dayanath Jayasuriya will address the gathering on the 'New Legal Structure for Financial Markets'. K. Kanageswaran will chair the session while Ariththa Wickramanayake, U.L. Kadurugamuwa and Dr Jayasuriya will be the panellists.

'State of the present financial system from the industry viewpoint' will be the theme of the third session. CEO Citi Bank Kapila Jayawardena will address the gathering on 'Debt Markets'.

This session will be chaired by Sanjeewa Senanayake while Dula Weeratunga, Ajit Devasurendra and Kapila Jayawardena will be the panellists.

CEO Union Assurance Sarath Wickramanayake will address the gathering on 'The Present Status of the Insurance Market' while the present status of fund management will be handled by Manjula De Silva of Eagle Insurance.

The presentation on stock and debt brokers will be handled by Director Capital Asia Asanga Seneviratne and Managing Director JB Securities Murthaza Jafferjee. Dr Dayanath Jayasuriya will chair the session while the four speakers will be the panellists. CEO DFCC Bank will speak on the role of the Central Bank and Exchange Control while Dr Anila Bandaranaike will chair the session. The panellists will be Anil Amerasuriya, Nik Cherill and Nihal Fonseka.

Session Four will be on the role of the government. Director Ceylinco Consolidated (Pvt) Ltd and Deputy Chairman Ceylinco International Investments Mano Tittawella will speak on the role of the government and government as an owner, including government finance.

Partner Nithya Partners Ariththa Wickramanayake will speak on the role of the regulator. Dr P.B. Jayasundara will chair the session while Chrishantha Perera, Ariththa Wickramanayake, Mano Tittawella and Dr Uthum Herath will be the panellists.

Dr Nadeem Ul Haque will do a round-up of the conference while the Minister for Economic Reforms Milinda Moragoda will give the closing remarks. The Minister along with Mangala Boyagoda, Michael Mack and Dr Nadeem Ul Haque will be the panellists.
