After several debacles... : Defence establishment to be re-furbished

The government is of the view that the entire defence establishment should be thoroughly reviewed to ascertain the reasons for unsatisfactory performances by the country's military establishments during the two decades of war with the LTTE.

The Ministry of Defence on the instructions of the government has formed a Defence Review Committee headed by, Secretary, Defence, Austin Fernando.

The committee has called for the views and recommendations from the three service commanders,the Association of Flag Rank Officers, and the Ex-Servicemen's Association. The subjects of recommendations include amendments to the higher defence organisation, Three Forces Acts, enlistment regulations, service regulations, promotion regulations, training overseas regulations for officers and other ranks,annual confidential reports on officers and the subject of desertions.

The committee is expected to submit its report in three stages,with the report of the first stage to be handed over to the ministry during the course of next week after the return of the Secretary, Defence, from Hawai.

The first stage covers only the higher defence organization while the second stage covers all regular regiments and will be completed by December this year.

The committee will announce a new armed forces regulation by May 2003.

Major General Ivan Dasanayake, Adjutant General, Rear Admiral Mohan Wijewickrama, Chief of Staff Sri Lanka Navy and Air Commodore Ravi Arunthavanathan (Director Administration) are in the committees appointed by the three service commanders to submit recommendations to the Ministry of Defence. Secretary to the Treasury, Charitha Ratwatte, and Lt General Denis Perera, former Army Commander, are the other members of the committee. Brigadier Niranjan Ranasinghe has been appointed as the secretary to the committee.
