Ding-dong battle over route permits

The decision by the Transport Ministry to allow buses of cluster companies to operate in provincial council areas without obtaining route permits from their respective provincial councils was challenged by the Transport Ministers of all Provincial Councils.

Western Province Transport Minister Lasantha Alagiyawanna speaking to the Sunday Observer said that the Ministry has decided to allow cluster companies to operate their buses without permits, for a period of one year. He also said that under the 13th Amendment of the Constitution, the provincial councils have been granted legitimacy to engage in development tasks with or without the participation of the Central Government.

He challenged the government that they will be going to Courts against the government's decision, unless they make changes. Meanwhile, an official from the State Transport Ministry contacted by us said that Minister Piyasoma Upali had arranged a meeting of Transport Ministers of provincial councils in last week to discuss the procedure of buses deploying after the proposed privatisation takes place. He also said that it was postponed on the request of the provincial council Ministers.

Alagiyawanna further said that all the transport services except that were controlled by the Central Government should be registered within the respective provincial councils. The bus owners should also display their provincial council and the company at prominent in their vehicles.
