Sel Lipi:

WIVES AND MINISTERS

Swasthi Shree! Thus says his sacred Majesty, the gracious Great King, glorious Chakravarthi, King of the Kings of Maya, Pihiti and Ruhuna, Mahoora of the Vanniala-aeththo and ruler of all lands from Yapapatuna to Sampanthota:

It may be recalled that at one time Gunawardena manthri, the korale of Boralugoda, held the office of nayaka of the ratha angshaya. It has come to the notice of the Maha Vasala that, recently Abdul Cader manthri had been speaking in the audience hall when he had been asked by Gunawardena manthri whether he, in turn, would succeed to this esteemed station. Furthermore, the valiant offspring of the Boralugoda Lion had asked this descendent of the Yonakas if he felt himself capable of carrying out the duties of two separate offices. It seems that Cader manthri had replied that since he, as a follower of Islam, was able to marry four wives, he would easily find it a small matter to handle two different angshayas of the government.

Abdul Cader manthri is surely to be applauded for this notable discovery, which is that the more wives a manthri has, the more effectively he is able to carry out the work of the angshayas of the government of this resplendent isle. That much merit shall come his way is without doubt, when it is considered how the number of manthris in charge of angshayas of the government has proliferated in recent times!

Not so many days ago, it was found necessary to further subdivide the angshayas of the government and to appoint six new manthris to oversee the subdivided sections. Now the number of subdivided angshayas of the government has increased to hitherto unknown levels, leading some to wonder if they may not outnumber the constellations of the sky themselves.

Now it is obvious that, in order to test the fitness of the manthris to be nayakas of the angshayas of the government, it is necessary only to check how they handle their anthakpuraya (harem). By selecting only such manthris as are capable of managing a large and healthy anthakpuraya, it will be possible in the future to reduce the subdivisions of the angshayas of the government.

It is, of course, foreseen by the Maha Vasala that this method of selecting nayakas of angshayas of the government can have its own implications. Manthris may vie with each other to see who can obtain the largest number of wives. Legal edicts may be revised as manthris arrange to allow larger and larger anthakpurayas to exist. This will enable the non-manthri population, too, to have larger and larger anthakpurayas. Of course, this itself would go far to compensate for the imbalance in the comparative number of women and men in the population, especially since so many of the women of this dhamma dweepa are out in the lands of the Yonakas, earning precious foreign kahapanas for their country.

One unfortunate effect of such a policy is that the number of women who may become nayakas of angshayas of the government will tend to be reduced. On the other hand, this has happened anyway, with fewer and fewer women, not merely those in charge of angshayas of the government, but also those in the audience hall itself. So perhaps it may be necessary to publish an edict allowing manthrinis to establish their own anthakpurayas of husbands, in order to gauge their efficiency at running angshayas of the government.

Swasthi Shree! This rock edict is made on this day of Ravi of the month of Il of the Year of the Saka Era 1929.
