Major and Small Wars Conference at Oxford by RAMANI KANGARAARACHCHI A conference titled "The Proof of the Pudding: Major Wars and Small Wars" that studied the lessons learned from immediate past wars and ideas developed in preparation for the next war, was held at Oxford University recently. Major General Upali Karunaratna, a former Commandant, Kotelawala Defence Academy and a member of the Regional Centre for Strategic Studies who represented Sri Lanka at the conference, said that though the focus of the conference was on the experience of the British Army, the discussions were very relevant to the present Sri Lankan situation at a time of relative peace". He said that the British Army's current doctrine was that preparing for major wars enables itself to prepare for lesser conflicts. 'It is very important for us too to think of the future and formulate a doctrine or update the present doctrine', he said. Since independence, Sri Lanka has had to face two major insurgencies and a bloody separatist war. So far all decisions have been made by the military, said Major General Karunaratne who is hoping to meet the authorities in this regard shortly. This conference had also underlined the importance of having a body consisting of historians, journalists and economists to formulate doctrine and give alternatives and options wherever possible. The conference was organised by the Director General of Development and Doctrine, at the Strategic and Combat Studies Institute, Major General Jonathan Bailey. Lectures were delivered by several professors of leading universities in the UK. |
