Work as 'usual' at DLB

by Don Asoka Wijewardena

The Development Lotteries Board (DLB) is said to be functioning as 'usual' despite the uncertainties as to its ownership following President Chandrika Bandaranaike Kumaratunga's decision to bring it under her purview. DLB Chairman J. K. Fernando told the Sunday Observer that work was going on as usual, but claimed that he was not aware as to who was in control, as he has not been officially informed of the take-over.

But, President Kumaratunga is reported to have maintained that the take over stands and the DLB is now under her control. Fernando said that a part of the income generated by the DLB went to the President's Fund. According to the DLB, Rs 30.1 billion of the Rs 174 billion earned in 1999 was deposited to the President's Fund. Similarly, Rs 42.8 billion of the Rs 189 billion earned in 2000 and Rs 49.7 billion of the Rs 196 billion earned in 2001 also went to the President's Fund. In 2002, Rs 94.4 billion of the Rs 284 billion was remitted to the fund.

Meanwhile, Government Printer, Neville Nanayakkara, said that the Gazette notification of the taking over of the DLB by the President had not been printed and that he was expecting legal advice from the Attorney General K. C. Kamalasabeyson, as he had to seek legal advice before printing a Gazette notification.
