Interim Administration proposals : 

LTTE goes to the people

The continued widespread and intensive public discussion of the Interim Administration proposals being pursued by the LTTE among the Tamil community both in Sri Lanka and overseas is being interpreted by political analysts as a sign of the Tiger's positive response to the Government's initiative. Senior LTTE leaders are busy consulting local community leaders, civic groups throughout the North-East as well as various Tamil political parties. They are also known to be canvassing popular support for the LTTE's own response to the government proposals.

The Tiger leadership is understood to be formulating various recommendations and proposals to be added to the Government's proposals in a move to take the interim formula negotiations a stage closer to a mutually agreeable conclusion.

Prior to their departure to Paris for a meeting with its constitutional and legal experts to be held from August 21 to 27 a team of high ranking LTTE political wing activists headed by S.P. Thamilchelvan met with representatives of a number of civil organisations at the LTTE peace secretariat in Kilinochchi during the last fortnight. At these meetings Thamilchelvan explained to them the government's proposals for a provisional administration, the Tiger's counter proposals and requested the representatives to air their own views on the proposals and counter proposals. The representatives of these organisations came to Kilinochchi from the North and the East.

Meanwhile, on Wednesday Thamilchelvan met with the EPRLF (Suresh Wing), EPRLF General Secretary Suresh Premachandran and Parliamentarian Sivasakthi Anandan had a lengthy meeting with Thamilchelvan and other political wing leaders. On Thursday the LTTE met with the All Ceylon Tamil Congress and Parliamentarian Gajendrakumar Ponnampalam was in Kilinochchi for this meeting. On Friday TELO Parliamentarian Selvam Adaikalanathan studied the counter proposals and aired his views on it to Thamilchelvan.

However, of the four constituent parties of the Tamil National Alliance the TULF is yet to be invited for this meeting. When asked about such an invitation, TULF President and Parliamentarian V. Anandasangari said he was not aware of any such invitation and added that even if such an invitation is sent, most probably he won't be intimated, suggesting how other TULF Parliamentarians have marginalised him.

Thamilchelvan meanwhile, reiterated at a number of meetings the aspirations of all other communities in the North and East too would be accommodated in the proposed provisional administration and he is expected to have further talks with representatives of Muslim interests.

Thamilchelvan will head the local LTTE delegation for the Paris talks and while constitutional and legal experts of the LTTE from the United States, United Kingdom Canada and Australia will travel to Paris for the meeting. It is still not confirmed whether LTTE Theotrician and Chief negotiator Anton Balasingham would participate in the Paris meeting.
