Early retirement option for State employees by Don Asoka Wijewardena Government moves to make the administrative service more efficient, will see State employees being given the option of "Premature retirement". The scheme is being promoted under the new administrative reforms that are currently being formulated by the Ministry of Public Administration, Management and Reforms. Details of the retirement scheme, including the categories of employees eligible for voluntary retirement and whether there will be a "Golden handshake" as practised in the private sector are being worked out. Minister of Public Administration, Management and Reforms, Vajira Abeywardena, told the "Sunday Observer" that the voluntary retirement scheme would not apply to skilled, competent and subservient employees. He also said that a reward scheme to recognise services of these employees would be introduced in the near future. Minister Abeywardena pointed out that a special committee comprising experts would be appointed to conduct an in-depth analysis on categories and age limit of the employees for the retirement programme. The retirement scheme is part of the structural changes to the public administration system being formulated by the ministry. The changes to be implemented with the World Bank's funding include flexible deadline-based work schedules,in place of the current eight-hour rosters. Sources at the Public Administration said "A system audit" would also be conducted in order to arrange an effective familiarisation programme to change the traditional working hours, and introduce assignment-based deadlines to public servants. |
