Swasthi Shree! Thus says His Sacred Majesty, the gracious Great King, glorious Chakravarthi, King of the Kings of Maya, Pihiti and Ruhuna, Mahoora of the Vanniala-aeththo and ruler of all lands from Yapapatuna to Sampanthota, lord of all the lekams:

It has come to the notice of the Maha Vasala that the nobly-born korale of the Pas-yodhun-rata, Maa Hindhaa Samahara-siha manthri, has complained that the opening of a workshop for building of rathas has been delayed because 25 amunas of land have not been granted to the vessapathi who wishes to build these elegant chariots. His kannilauwa is that he ordered that the said land, in his beauteous county on the South bank of the Kalu River, should be handed over a year ago, but so far this has not taken place.

It has also come to the notice of the Maha Vasala that, while the aforesaid noble manthri had ordered that the swampy terrain near Leuwandoowa in the South of the Pas-yodhun-rata be turned into a field where dhandumonaras can land, the officials concerned seem to be showing more favour to doing so either in golden hilled Dambulla or in the sweet vale of Hingurakgoda.

It appears that this previously-named korale is not the only manthri who finds it difficult to get the liyannas of the angshayas of the nilames to bend to his will. Many are the decisions that have been made, but are simply not carried out. Stones are laid at the auspicious hour to start the building of many a mighty edifice, but no actual construction seems to occur. Similarly, many other initiatives are announced, but they remain, with a few exceptions, illusions. The words of the manthris are as gentle breezes in the evenings, soothing but not very productive.

It may be that the liyannas are too tired when they to their angshayas, having travelled by yakada yakaa or by the equally awesome makara-like rathas which they have clung on to. Such travails would make any person too exhausted to be able to attend to his or her rajakaariya with the necessary enthusiasm, especially as the same performance would have to be repeated in the evening.

Be that as it may, the vast nilamakkaara shreniya, the stratum of officers of the state, does not seem to fulfilling its rajakaariya either. Their actions remain like the words of love poetry woven by the devotees of Sarasvathi, the goddess of language and song, beautiful but unfulfilled. The nilames and their underlings may be seen running hither and thither in pursuit of some task or the other, but at the end of each day the tasks remain unfinished.

Meanwhile, it has come to the notice of the Maha Vasala that a person who allegedly gave a woman a pus-kola certifying that she had been born has been arrested by the murakaara hevayas. It seems that the woman had been unable to obtain the monies due to her for when she had been employed because she did not possess such a pus-kola.

A further three persons have also been detained for emulating the actions of the kachcheriya, or office of a nilame of a koralaya.

It is evident to the Maha Vasala that the murakara hevayas are guilty of a disservice to the people of this country. What business have they to arrest such noble-minded persons as these un-official servants of the masses? They should leave these mirror-kachcheris alone, so that they may continue serving the public in a way that the nilamakkaras seem incapable of doing.
