Pondicherry style power devolution ideal for Sri Lanka - Hakeem by P. Krishnaswamy Annexation of non-contiguous geographical areas for power devolution, with one administrative unit, is very much a possibility, on the lines of South Indian Union territory of Pondicherry. This was stated by Sri Lanka Muslim Congress (SLMC) leader, Minister Rauff Hakeem. He was impressed by this system when he met former Pondicherry Chief Minister, Farook, in New Delhi during the recent visit of an SLMC delegation, led by him, to India. A system of governance based on the Pondicherry model would fulfil the political aspirations and other expectations of the Northern and Eastern Muslims, he said. "Pondicherry union territory is an annexation of four different non-contiguous geographical areas, some of which are 650 kms apart, which functioned as one unit with a smooth administration, Minister Hakeem said. On an invitation extended by the government of India, the SLMC delegation, comprising constitutional experts and counsellors, visited India to study the system of governance which prevails in several parts of that country for the benefit of different linguistic and ethnic communities. The former Chief Minister was of the view that power devolution would lead to mutual understanding and restoration of peace among the different communities, Hakeem said. The SLMC delegation will visit Pondicherry soon after obtaining detailed documents on the system of governance in that territory, he said. |
