New IGP vows to curb crime rate

The tussle for the highest post in the Police Department finally came to a close with the appointment of Indra de Silva as the new Inspector General of Police, last Thursday. He became the 28th Inspector General in Sri Lanka.

The IGP admitted that there was a proliferation of crime in the country and said that his aim was to round up all the criminals. There are 25 underworld gangs operating in the country. All these criminals have been identified. Among them, nine are very dangerous. Investigations have revealed that 45 per cent of the crimes had been committed in the western province.

Mr. de Silva said he had observed many irregularities over police promotions and transfers. These would be closely examined and promotions would be given purely on merit.

Pertaining to compensation, which at present granted only to those who defended the country against terrorism, the IGP said that he had recommended that to be extended even to others engaged in normal duties.

This had been discussed with President Chandrika Kumaratunga who had consented to his proposal. A Cabinet paper in this regard is being prepared and will be presented in parliament shortly.

The IGP said that a workshop was conducted recently with representatives of the Swedish government to identify the different types of crimes in the country and explore how best to deal with them. The creation of a `Community Police' aimed mainly at preventing the rate of crimes was also discussed. To achieve this, the co-operation of the public was imperative, he said.

De Silva received his primary and secondary education at Dharmasoka College, Ambalangoda. Thereafter, he graduated from the Peradeniya University, with B.A (Hons) in Geography.

He joined the police as an Assistant Superintendent in 1972 and in 1992 was promoted as Deputy Inspector General. He had served in the ranges of Uva, Western, Northern and Sabaragamuwa.
