National Advisory Council meets on Tuesday by JAYAMPATHY JAYASINGHE The 13-member National Advisory Council appointed by President Chandrika Bandaranaike Kumaratunga to curb spiralling crime is expected to meet next Tuesday at the Interior Affairs Ministry, sources said. This will be the first occasion the Council meets to discuss a range of issues pertaining to crime. The Council, headed by Ven. Dr. Bellanwila Wimalaratane Thera, is expected to advise the government and the police on formulating policies to combat crime. The other members of the Council are Interior Affairs Ministry Secretary M.N. Junaid, who will function as the council's Secretary, Most Rev. Oswald Gomis, Archbishop of Colombo S.K. Sharma, Dr. M.A.M. Shukri, IGP, Indra de Silva, Godfrey Gunatilake, Dr. L.J. Mendis, Dr. Deepika Udagama, Sabaragamuwa Governor, Monty Gopallawa, Mahendra Amarasuriya, PAFFREL Director Kingsley Rodigo and Sarvodaya leader A.T. Ariyaratna. The Council is expected to set up Citizen Committees to gather information relating to crime and methods of preventing crime. Each committee will comprise 15-20 members drawn from places of worship, police stations, NGOs and professionals. The escalation of serious crime during the past few years has not only created insecurity among the public, but has also tarnished the image of the country and the effectiveness of law enforcement agencies and the criminal justice system. Police has been able to solve only 25 per cent of the reported crime. Of the cases taken up for trial, only four per cent have secured convictions. |
