Misuse of public resources main worry of IHR, TISL, CMEV

The Institute of Human Rights (IHR), Transparency International Sri Lanka (TISL) and centre for Monitoring Election Violations (CMEV) have jointly appealed to the political parties, candidates and the Government to refrain from misusing public resources during the election campaign.

The three institutions which have taken on the task of monitoring the misuse of public resources for polls-related activities, have asked the public, media and all other institutions to forward complaints and information of misuse of public resources in any form for investigation and report purposes.

The details are as follows:

1. Vehicles and aircraft belonging to State Institutions including statutory boards.

2. Buildings, including official residences, allocated to the President Prime Minister, Ministers and public servants and employees of statutory boards.

3. Facilities available for all public institutions and all ministries including the Prime Minister's Office, President's Office and official residences.

4. Public finance or public funds intended to be utilised for public purposes.

5. State employees including employees of statutory boards.

6. Personnel of the Armed forces and the Police.

7. Firearms belonging to the state as well as statutory boards.

8. Any other category of public resources.

What are the abuses?

1. Wrongful use of all categories of public resources for the benefit of political parties, candidates and important political figures.

2. Propaganda at the expense of public resources.

3. Political functions under cover of official functions.

4. Wrongful use of print and electronic State Media institutions.

What do we monitor?

1. Abuse of all categories of public resources

2. Actions and omissions of political leaders, state officials and all others concerned that has the effect of convincing public resources.

3. Any specific events or pronouncements of any person encouraging abuses of public resources.
