Another boost for consumer rights

by Vimukthi Fernando

The Consumer Affairs Authority (CAA) has called consumers and traders to increase their awareness on unsatisfactory consumer goods and services. "The Authority is not only for Colombo and the suburbs; it can handle complaints from other districts as well. It is impartial and unbiased. Protecting the consumer is only part of our duty," CAA sources said..

The most recent action taken by the CAA in protecting consumers is the directive (Gazette notification) making it mandatory to mark the maximum retail price, batch number and expiry date in packs or containers for the following consumer goods - flour, soap, laundry powder, baby products, confectionaries, toothpaste, batteries, sugar, grains and pulses, bread, dry fish and Maldive fish, cheese, eggs, curd, liquid milk, powdered beverages, bottled water, noodles, soya products and ready-to-eat food preparations. This order came to effect on April 20, 2004.

A similar directive issued earlier makes it mandatory for 35 other products to stipulate maximum price, batch number and expiry date in their packaging. Further, the price of some specified goods namely LP Gas, milk powder, mosquito coils and matchboxes cannot be raised arbitrarily without the approval of the CAA. Further activities are planned for traders to impart information as well, said the sources.

Consumers also need to be vigilant on their rights, the Authority sources said. Consumers are advised not to sign business agreements without reading and understanding them in detail; they are specially requested to read anything written in small print on legal documents and bills.

Consumers and traders are requested to send in their requests or comments to Director General, Consumer Affairs Authority, 3rd Floor, Rotunda Towers, 109, Galle Road, Colombo 3.
