Promotion appraisal for cops by Jayampathy Jayasinghe An appraisal scheme to monitor the progress of work of police officers from constables to Deputy Inspectors General (DIG) was launched last week at the Defence Ministry by the Minister of Public Security, Law and Order, Minister of Buddha Sasana and Deputy Minister of Defence Ratnasiri Wickramanayake. The new scheme to be implemented shortly will automatically pave the way for police officers to earn their own promotion instead of arbitrary promotions. We do not intend holding a post-mortem on it. Instead a new mechanism has to be found to overcome the problem. "I intend to discuss this matter with the IGP, Indra De Silva to find a solution." He attributed the increase in crimes due to availability of weapons in the hands of deserters from forces. Some deserters even found employment. "We cannot allow any one to take the law into their own hands. It is bad for discipline and when there is no discipline there is no progress in the country," he said. Deputy Minister Public Security, Law and Order Jayaratne Herat said road accidents have claimed nearly the same number of lives lost in the North East war. Steps have to taken to reduce it. Referring to the proliferation of weapons he said there were more unlicensed guns than the licensed ones. Owing to the North East war in the past, many weapons have flowed into the country. A new scheme would be introduced to collect unauthorised weapons. Defence Ministry's Secretary Tilak Ranaviraja said there were 59,449 road accidents last year of which 1600 were fatal. The Defence Ministry hopes to introduce road safety campaigns to reduce the number of accidents. IGP Indra de Silva, Senior DIGs DIGs, Senior SSPs and other senior police officers from various divisions were present on the occassion. |
