Seminar on "Constitutional Options for Sustainable Peace"

The Bandaranaike Centre for International Studies has organised an Executive Seminar on "Constitutional Options for Sustainable Peace" on July 27 from 3.00 p.m. to 8.00 p.m. at Committee Room 'A', BMICH under the auspices of the Conflict Resolution and Peace Support Programme of the Centre and with financial assistance from the Academy for Educational Development (AED), One-Text Initiative and the USAID.

The seminar will be featured with three Internationally acclaimed conflict resolution activists/researchers; namely Prof. John Packer, former Executive Director, High Commissioner on National Minorities of the Organisation for Security and Co-operation in Europe (OSCE), Prof. Nick Haysom, Senior Constitutional Advisor to President Nelson Mandela, and David Petrasek, Director Research, Centre for Humanitarian Dialogue together with three eminent local scholars, Shiral Lakthilake, Attorney-at-law, V. T. Thamilmaran, Senior Lecturer, Faculty of Law, University of Colombo and Nigel Hatch, PC, member, Constitutional Affairs Advisory Committee.

The seminar will be chaired by Prof. Lakshman Marasinghe, Emeritus Professor of Law, University of Windsor, Canada.

The following topics will be discussed at the seminar: Managing Ethnic Diversity in Europe, Different Constitutional Structures; Constitutional Making Process in South Africa, Securing Lasting Peace; Decentralisation, Local Authorities and Human Rights; Constitutional Options for Sri Lanka; Constitution Making and Minorities in Sri Lanka and Challenges to Constitutional Making in Sri Lanka.

This will be followed by a panel discussion on "Identity, Religion and Constitutions" on July 29 from 5.30 p.m. at Committee Room 'D', BMICH. The lead speaker will be Prof. Ron Kraybill, Consultant to conflict resolution initiatives in many countries around the world; Professor in the Conflict Transformation Programme at Eastern Mennonite University; former Director of Training at the Center for Conflict Resolution, Cape Town, South Africa.

The panelists are Rev. Fr. Tissa Balasuriya, Chairperson, Centre for Society and Religion; Dr. Piyasena Dissanayake, General Secretary, National Joint Committee; V. T. Thamilmaran, Senior Lecturer, Faculty of Law, University of Colombo and Javid Yusuf, member of the Congress of Religions; member, Human Rights Commission, and the discussion will be chaired by Prof. Savithri Goonesekere, Professor of Law; former Vice-Chancellor University of Colombo.
