19.2 percent Sri Lankans poor Latest statistics based on Household Income and Expenditure Survey and the new official poverty line shows that 19.2% of people in Sri Lanka are poor. According to the new poverty line published by the Department of Census and Statistics (DCS) the worst poverty-hit districts are Badulla and Moneragala. In these two districts 37% of the people are living below the poverty line. The lowest level of poverty is reported from Colombo district where only 6% of the people are considered as poor. In sector analysis of poverty, the estate sector is the worst hit with 30% of the estate sector population living below the poverty line. From rural and urban population 24.7% and 7.9% of the people are living below the poverty line respectively. The persons living in the households whose, real per-capita monthly total consumption expenditure is below Rs.1423.00 in the year 2002 is considered as poor and it is the definition of the new official poverty line according to the DCS. The year 2002 is considered because the calculation of the new poverty line is based on the year 2002 Household Income and Expenditure Survey. To obtain the official poverty line at current price the line need to be deflated with the Colombo Consumer Price Index (CCPI), the official price index of Sri Lanka. Accordingly the official poverty line for May 2004 is Rs.1526.00. Until the new poverty line was introduced the DCS used food energy intake method to calculate the poverty line. |
