Investment advisors - How qualified are they?

A firm engaded in a brokering business of shares have employed a person who is their office assistant to give investment advice. When this office assistant's qualifications were challenged the broker firm concerned did not wish to divulge the qualification of the so-called investment advisor, and maintained silence.

This matter was taken up with the Colombo Stock Exchange which is the controlling body of the broker firms. They in turn informed that the investment advisor's qualifications either professional or academic or even a certificate to give investment advice and not specified in their rules and they further state that it is the decision of the broker firm to employee investment advisors.

When queried further whether the broker firms can employ, monthly damaged or income drop, or peon or driver of the broker firm they did not respond to it.

When the matter was further referred to Securities Exchange Commissions of Sri Lanka they state that a person who qualify to give investment advise should pass a certification course. We are at a loss to find who is right and who is wrong, and who should be held responsible for this lapse. There is a multi billion industry lot of investors who are misguided by such bogus investment advisors.

Therefore, the public must be made aware of this fraud.

Educational Administrative Service

Education Department established the Teachers' Service in 1995 and placed teachers on an attractive salary. Principal service too was established giving them a higher salary, but the Educational Administrative Service which came to being in 1985 was left out. As a result, those in the Teachers' Service and the Principals Service, get a better salary than those in the Educational Administrative Service.

Some say as the Educational Administrative Service is on par with the Sri Lanka Administrative Service, only the salary of Educational Administrative Service cannot be increased without affecting Sri Lanka Administrative Service then the solution is to increase the salary of both services.

If that cannot be done, the Education Ministry should delink Educational Administrative Service from Sri Lanka Administrative Service and form the Educational Service which existed prior to the formation of Educational Administrative Service and give them a better salary, so that they can work with self respect.

Now the teachers and the principals are getting higher salaries while the so-called higher officers are getting lower salaries.

Wimaladharma Ekanayake committee appointed by the Ministry of Education to look into this matter too, has pointed out this discrepancy.

Punish vandalists

Recently, there were clashes between police and protesters who objected to the "Temptation" show featuring Shahrukh Khan. TV news clips clearly showed pictures of protesters throwing stones and damaging a vehicle showroom in the midst of clashes.

The police should use these video clips to identify the vandals by publicly showing them and offering a reward for those who provide information about the identity of the vandals. I am sure at least a neighbour of the culprits would provide the information. As in Singapore, maximum punishment should be given for vandalism.

Visual communication

We live in a half baked part of modern world denying worthy things of civilization.

Thousands of motor vehicles crawl to one city at rush hours while bicycles beat them in distance and time. No modern directory is available to the number of any helpful persons within visual communication range in civilised field. The necessity then is visual communication. Visual range of communication are across rivers, tops of mountains or mounds, high buildings, balconies etc. also between local fishing vessels at sea; between such vessels and authorised shore stations.

Visual communication is an inexpensive method by Semaphore or Morse light used by scouts and navy in English.

If a person contacted by Morse or Semaphore has no telephone, communication will continue in Morse or Semaphore otherwise by telephone.

Let us experience good aspects of bicycles, Morse, Semaphore, multiplication table etc. Worthy things continue for ever, in spite of advanced technology.

Crime & punishment. Why the uproar?

This week saw the Supreme Court making an unprecedented judgement against S. B. Dissanayake by sentencing him to 2 years rigorous imprisonment and barring him from politics for a period of 7 years. The crime-contempt of Court through a statement made by him at a Vap Magul Ceremony in which he ridiculed the judicial system of this country.

If one commits a crime no matter whether it be ordinary citizen or politicians, such people must also be prepared to face the relevant punishments.

What was most surprising for us the citizens of this country, was the reaction of many leading politicians of the UNP. Once a punishment has been given after deliberation of all evidence available, we need to respect that judgement whether we like it or not. Those politicians who have spoken on behalf of S. B. Dissanayake after the Supreme Court ruling have clearly shown how they despise the Rule of Law in this country.

Forgotten show by S.B.

It was the defaming of the Chief Executive publicly.

The statement made soon after that event by Ranil was that he will handover the President to Velupillai Prabhakaran appeared in the Sunday Observer of 5.12.1999 letters to the Editor page under the caption. 'Lunatics in Politics'

The assassination attempt by LTTE on the President followed in the same month at the Town Hall, Colombo, after a rally.

The IGP should note these events, chronologically.
