Jaffna tsunami displaced to be relocated mid-March

The Jaffna Government Agent said all families displaced by tsunami in the district and now residing in welfare centers run in public buildings would be relocated in temporary shelters by mid March.

"Over 2000 families in 13 welfare centers-five in the Government controlled are and eight in the LTTE controlled area- will be provided with temporary shelters by March 10, Government Agent K. Ganesh told the Sunday Observer.

Apart from those who live in the welfare centers, 12,902 families displaced by tsunami have turned to their extended families, according to the Government Agent. He said over 80 per cent of displaced families in the district received the weekly allowance of 375 Rupees per person, adding that the allowance would soon reach those who had yet been missed out.

He admitted that this allowance was insufficient and added that he had requested Social Service Ministry for an increase of the allowance.

He said nearly 90 per cent of displaced families in the district had received 2,500 Rupees allowance for the purchase of cooking utensils adding that the 5,000 Rupees start up allowance would be issued to the displaced families through the People's Bank and the Bank of Ceylon by next week. The GA admitted that the post- tsunami relief assistance was subjected to what he called "inevitable delays" as some officials had also been victims of tsunami.

He said the 15,000 Rupees funeral allowance had been granted to 900 families of tsunami victims out of total of 1,256 reported cases of death.

He said the rest of the claims were yet to produce documents certifying the death, or a letter by the Grama Sevaka or the Samurdhi Development Officer.

He said the government early this week had issued Rupees ten million for the revival of the fisheries industry in the district adding that the money would be utilized upon consultation with the local fisheries committees. He said 827 boats need to be repaired.

He said an estimated 4,000 houses in the district in Vadamarachchi East and Maradankarny had been destroyed by the sea waves. He said a site had been identified in Manal Kadu for the construction of housing complex of 200 houses.

He said 14 schools had been damaged by tsunami and the donors had been identified for the reconstruction of 12 schools. He said ten schools would be relocated as they were within the 100 meter buffer zone. Absence of suitable land is a problem in the relocation plan, he said.
