Another bonanza for Government servants by Ananda Kannangara At least 800,000 employees in the public sector will get a special bonanza from the Government with the granting of a special incentive allowance in lieu of their unused annual leave. The Ministry of Public Administration and Home Affairs in a circular No. 2-2005 of 3.2.2005 has stated that the scheme would be effective from February this year. Accordingly all employees in the public sector, other than the casual workers are entitled to this incentive allowance, while employees leaving the service before their normal retirement period will not benefit. According to the scheme, respective heads of departments will have to maintain a record of leave particulars. A detailed statements will have to be forwarded to the Pensions Department along with the personal file. Public Administration and Home Affairs Minister Amarasiri Dodangoda in an interview with the "Sunday Observer" said that the objective of this incentive scheme was to persuade public sector workers to devote more time in their work to improve the productivity. "State employees in the Sri Lankan Public Service enjoy excessive leave benefits when compared to other countries and this scheme will minimise the situation," he said. The payment will be done on the basis of the salaries, drawn by each worker at the time of his/her retirement. At present public sector employees are entitled to 24 days medical leave and 21 days casual leave.
