NAVELS for sale

Recently, I went to Mattakkuliya by bus and got down at the terminus and crossed the road, I found a bookshop with items available for sale written in large letters.

The first item, believe it or not is a book titled NAVELS. I could not help laughing and I laughed loudly, and my weariness by standing in the bus and travelling disappeared instantly.

There are so many such "tonics" available all over the places in the city. If someone compiles all such words, phrases and sentences found in our country, the book might become an instant bestseller.

On second thoughts, I wonder there is some item of publication by the title NAVELS as all the film and T.V. stars, working women, housewives and all the other women are going about dressed up exposing their navels.

Set up child protection centres

As Sri Lanka is prone to various disasters ranging from natural the terrorist, in the future, the Government should implement special child protection centres based on main religions. This can be done with the help of religious places.

This will protect the child's religion also and will make the child a more helpful citizen for the society.

These child adoption centres should be institutionalised and maintained by the Government. Children should adapt according to government's national plan, not according to plans by NGOs.

Foster parent schemes can also be implemented to make this scheme a success. Furthermore, these places should be able to accommodate children if their parents are not in a position to care for them.

Helpless Sri Lankan children should not be scattered everywhere in the world. They should be brought to child adoption centres where their physical and mental health will be monitored regularly.

Motor vehicle taxes

Levy/levies under sections 2, 3, 4, 5 of the Finance Act No. 16 of 1995 says to pay a certain amount for the diesel, luxury, semi-luxury vehicles.

The Act was discontinued in 2001. But, still the Registrar of Motor Vehicles is demanding the old diesel tax receipts for the transfers. It is quite obvious that without paying the taxes since 1995, vehicles cannot apply for the Insurance and the Revenue Licence.

In case, if these tax receipts are lost what is the alternative? I have visited the RMV and some of the Insurance Companies in this regard, but I could not get any fruitful information.

How to apply for an ID? - response

Last issue of the Sunday Observer of 6.3.2005 there was a letter to the Editor under the above heading by one N. Sivalingam of Nugegoda. There are three issues in that.

1. If the person concerned has earlier been receiving a pension, then, it is possible that the pension could be obtained by submitting an affidavit stating all circumstances.

2. Copy of a birth certificate of birth registered at the Ratnapura Kachcheri with files stated to be missing.

If the files are missing in the District Registrar's Department, Ratnapura, they should have found out whether the files are in Colombo Registrar General's Department. All births registered in the provinces have a copy of same registered in the Registrar General's Department in Colombo.

Therefore, the reply received from the Ratnapura Kachcheri should be forwarded to the R.G.'s Office, Colombo and a search application should be made for a search.

3. The person concerned states that he was born on December 24, 1938.

The lost NIC should have carried the first five numbers 38858 .... There should be some records in the Bank, if the person concerned had a bank account or in the Department in which the person worked before retirement or in some other document.

I could help him as to how to set about these matters.
