Steps to restructure police

Several senior police officers have intimated to the National Police Commission in the past to ignore decisions of the Supreme Court with regard to infringement of fundamental rights by police where 'we simply did not agree with them as we do not have the power to do so', the Chairman of the National Police Commission, and President Counsel, Ranjith Abeysuriya said addressing a workshop organised by the UNDP in collaboration with the Centre for the Study of Human Rights in Colombo last week.

There were many human rights commissions today that keep a tab on violations of human rights. Under the laws of the country no one has the right to inflict torture on any one today, he said.

The Inspector General of Police Chandra Fernando said that more than 40 police officers were in remand prison today for committing various offenses like torture on arrested suspects. Pressure groups like the Private Bus Associations and other organisations exert their influence on them.

Steps will be taken to revamp the police to make police officers more competent and disciplined. A training program will be launched shortly to train every constable and senior DIGs every 10 days. Changes will be made to introduce intelligence based policing in the department.

Earlier many investigations were hampered due to lack of intelligence. An intelligence unit has been set up in the Western Province to gather intelligence on crime. The President has allocated a sum of Rs. 19 million for the purpose of computerising the department. The Western Province have been provided with 202 motorcycles.

Others who addressed the seminar were Additional Secretary , Ministry of Constitutional Affairs and National Integration Nandasena Bambarawanage.
