Constitution flouted by NOC officials by Lal Gunesekera It looks as if the National Olympic Committee (NOC) of Sri Lanka has not confirmed the minutes of the annual reports for four years (2001, 2002, 2003 and 2004). This is clearly stated in the notice sent to members on October 28 regarding the annual general meeting to be held tomorrow (Monday) at the Sugathadasa Sports Hotel at 5.30 p.m. The agenda also goes on to state that the audited statement of accounts for the same years (2001, 2002, 2003, and 2004) will be adopted at tomorrow's annual general meeting. Why are they circulating only the annual report of 2004? What about the reports of 2001, 2002, and 2003? These reports, according to the NOC constitution, should be reviewed and adopted. Also, the NOC, has circulated a "draft balance sheet" for the year ending 2004. What does this mean? It means that the accounts of the NOC have not been audited, otherwise why is it a "draft"? Where in the world do you adopt "draft" reports? The NOC constitution (14.5 (d) says that the Treasurer shall table a half yearly balance sheet and quarterly statement of income and expenditure. Also among the long list of debtors included in this so-called "draft" report of the NOC balance sheet, includes a credit card deposit of Rs. 797,399.26 as well as Rs. 7,886.00 from the Secretary General's account!! |
