Green light for IPSC by HIRAN H. SENEWIRATNE Sri Lanka's first Intellectual Property Studies Centre (IPSC) will be opened in the near future and for this purpose, the Ministry has already given the green light to the Intellectual Property Office of Sri Lanka (IPOSL) for its establishment as soon as possible, said the Minister of Commerce and Consumer Affairs, Ravi Karunanayake. "IPSC would help to enforce the Intellectual Property (IP) rights law in the country", Minister Karunanayake added. The main purpose of setting up this centre was to create a strong professional base for the protection and management of the IP rights in the country, said the IPOSL Director Dr. D. M. Karunaratna. "The blueprint for the centre is being prepared and shortly after its approval, the work would begin", Dr. Karunaratne added. With the inauguration of this centre, the development of human resources of both the public and the private sectors would popularise through IP knowledge, Dr Karunaratne said. He said that this study centre would also provide education to lawyers, security personnel, Customs officials, students and interested parties at a nominal fee. According to Dr. Karunaratne, the IPSC would undertake studies on intellectual property requirements of both the private/public sector institutions and also provide advisory and consultative services to any institution, which sought advice and expertise on IP. Imparting a knowledge on IP rights would help the infrastructure development of the country, he added. IPOSL will conduct a comprehensive programme on intellectual property law for the SME sector with the assistance of the World Intellectual Property Organisation (WIPO). The programme will be co-ordinated by the Ceylon Chamber of Commerce once this study centre is established. The IPOSL is also planning to hold a national seminar on the enforcement of intellectual property law during the early part of this year with the support of the WIPO. |
