'Lift' in life for poor rurals in Uva and South by L. S. A. Wedaarachchi Twenty-four Gamidiriya people companies registered under the Company Act to enable the rural poor to improve their livelihood and quality of life, have been going on for the past nine months in the three remote districts on Badulla, Moneragala and Hambantota. People's Companies are one of the tools introduced by the Gamidiriya Project to achieve its targets. The project is being implemented by 'Gamidiriya Community Development and Livelihood Improvement Project which comes under the Ministry of Samurdhi and Poverty Alleviation. The preparatory phase commenced nine moths ago and last month the World Bank granted US$ 51 million to Sri Lanka to implement the four-year, program. The first phase of this project is scheduled to commence in August. The 'Gamidiriya' project is a 12-year program of three phases of four years duration. The total commitment of the World Bank for the 12-years project is US$ 181 million. The first four years under this project will focus on five districts including Matara and Galle. It is expected to cover (700,000) seven hundred thousand beneficiaries and arrange 2,000 habitations in the first four years. 'Gamidiriya Project' objectives are to enable rural communities in Uva and the Southern Provinces to build accountable and self-governing local institutions and manage sustainable investments by transferring decision-making, power and resources to community organisations, strengthening selected local governments which demonstrate responsiveness and accountability to rural communities, building successful partnerships among communities - public agencies, local governments, NGOs and the private sector on economic empowerment to increase the size and diversity of livelihood options. |
