National Action Plan for Children The Government's National Action Plan for Children was launched by President Chandrika Bandaranaike Kumaratunga recently. The plan, which will be effective for the five-year period from 2004 to 2008, will enhance the programs and services for Lankan children. It was prepared by the Ministry of Finance with assistance from UNICEF.
The government is concentrating on areas such as health, education, nutrition, child protection, water and sanitation, child labour and juvenile justice. Fulfilling these goals will be the key policy and operational document of the plan. At the launch of the program, President Kumaratunga said they expect to get the active participation of children to carry out the action plan. She also welcomed donor assistance for the program, saying it would cost around Rs. 14 billion and that the government can provide only about 20 per cent of the cost at the moment. Children will get the opportunity to help identify priorities, review the plan and provide feedback for its success. They will also be able to monitor the progress of the activities implemented by the national plan of action. |
