Budget comes with mid-term targets by Rohan Mathes The forthcoming budget will not only indicate government's plans for year 2005, but will also project its development efforts for the next mid-term three year period as well, says Dr. Sarath Amunugama. Dr. Amunugama told the Sunday Observer yesterday that the first draft of the budget speech and the proposals to be presented on November 18, are now prepared and only need a few finishing touches by President Chandrika Bandaranaike Kumaratunga, the Treasury Secretary Dr. P.B. Jayasundera and himself. "The proposals on the income and expenditure would provide an overview of the present economy as it stands and would also give a clear indication of the government's development policies for the year 2005 and the next three-year mid-term period", Amunugama said. Another salient feature of the budget he said, would be a fair salary hike to the public service in accordance with the recommendations of the Tissa Devendra Commission, a shot in the arm for the local Small and Medium Scale Enterprises (SME) and enhanced spending in welfare in the health and education sectors, in the short and long-term. |
