LTTE leader Velupillai Prabhakaran is expected to explain in detail the interim self-governing authority proposals of his organisation to Norwegian Foreign Minister Jan Peterson when he meets him on Thursday, Deepavali Day in Kilinochchi. "And our leader will insist that the next round of talks should be based only on the ISGA", LTTE spokesman Daya Master said yesterday.

LTTE theoretician Anton Balasingham is scheduled to arrive on Tuesday will facilitate the talks between Prabhakaran and Peterson. The latter is the second VIP, Prabhakaran would meet this year since he met European Union's Commissioner on Foreign Affairs Chris Patten.

Daya Master said the LTTE would commemorate the Martyr's Week from November 20 to 27 and Martyr's Day speech will be made on the 27 and he would elaborately explain the need for the ISGA proposals and as how it would facilitate the lifestyle of the people in the war-ravaged North-East.

He also said that on the instructions of his leader the celebrations will be on a low key in Kilinochchi while in foreign countries the branch organisations had made arrangements to celebrate the week elaborately. Peterson will be accompanied by Erik Solheim and Norwegian Ambassador Hans Bratskaar at the talks.

The team will meet with President Chandrika Kumaratunga on arrival in Colombo before proceeding to Kilinochchi. On their return from the North they would meet with the Prime Minister, leader of the Opposition and officials of the peace secretariat.

An LTTE team led by S.P. Thamilselvan went on a month long tour of several European Union nations where they explained in detail the ISGA proposals to Foreign Ministry officials of those countries. Meanwhile Thamilselvan has requested all TNA parliamentarians to attend a meeting at Kilinochchi on Tuesday.
