Bill to amend Articles 153, 154

Constitutional Affairs and National Integration Minister D.E.W. Gunasekera said that a National Audit Bill for restructuring the Auditor General's Department and a Constitutional amendment to Articles 153 and 154 would be tabled at the House shortly.

Speaking to our correspondent Minister Gunasekera said this step would help the Auditor General to be more independent and place him under the close scrutiny of Parliament. He said that President Chandrika Bandaranaike Kumaratunga had submitted two Cabinet memoranda. This department would be modernised in keeping with accountability principles and transparency in governance. Constitutional Affairs and National Integration Ministry is in the process of preparing the necessary amendments.

He said that on the basis of a self-assessment study of the Auditor General's Department and review reports of several international organisations, the Government had decided that the public audit functions in Sri Lanka did not meet the standards of the Auditing profession.

Gunasekera explaining the main features of the proposed Bill and amendment, said that there would be a new Constitutional Audit Council, a National Audit Service Commission and a National Audit Office with enhanced powers and functions of the Auditor General.
