The Doctrine of Necessity for the state of emergency

In defence of Defence Secretary Dr. Gotabaya Rajapaksa’s statement that the state of Emergency was a matter for Sri Lanka to decide depending on the current situation whilst recovering from the tidal waves of the victory at war. Since 2001 the US has been in a state of emergency due to the September 11 attacks, which has been renewed each year, and according to Congress and the Supreme Court, the US is in a state of war.
