Formula submitted to Presidential Secretariat :
A Cabinet of 30
One of the largest single groupings of concerned experts, senior
retired civil servants and, academics that emerged recently in response
to major national problems, the Campaign for Sound National Policies,
has proposed a thirty-member Cabinet of Ministers for Sri Lanka's future
government. The set of proposals for 'Ministry Clustering for Enhanced
Performance' were submitted to the Presidential Secretariat on Friday
and, by yesterday, also to the leaders of all major parties contesting
tomorrow's general election, by a delegation from the Campaign which has
brought together over 300 of the country's leading experts and planners.
The Campaign was formed earlier this year, in the aftermath of the
presidential election "to use the space opened up with the political
change to advocate for a renewal of governmental development planning
and policy making," Campaign coordinator and leading scholar-activist
Prof. Siri Hettigé told the Sunday Observer. Experts brought together by
the Campaign had begun developing their set of proposals for 'Sound
National Policies' over the past four months. Their report on national
policy and policy-making was also finalized last week and submitted to
President Maithripala Sirisena and all major party leaders. The proposal
for a 30-member Cabinet and coordination of ministry portfolios was
formulated at the same time in response to a specific request by
President Sirisena himself for a set of guidelines for post-election
Cabinet formation, Prof. Hettige, who is also former head of Sociology
at the University of Colombo, said.
