Unit to facilitate private sector policy advocacy

The Federation of Chambers of Commerce and Industry of Sri Lanka (FCCISL) has set up a Policy Support Unit (PSU) at its Secretariat, Colombo. This Unit will facilitate the private sector policy advocacy.

The objectives of the PSU are:

To identify issues constraining the development of the private sector and prepare a memoranda for representation to the government and multilateral aid agencies to strengthen the policy representative capacity of the FCCISL. This will facilitate effective dialogue between the private and public sectors;

Monitoring and analysing the current economic developments in Sri Lanka and abroad to provide private sector corporates with information required for their business planning;

To undertake research in specific areas that would benefit the private sector and the economy of Sri Lanka;

To initiate, support and promote economic and business policies conducive to private enterprises or an open market system;

To increase business participation in the economic development process, (public and private partnership);

To increase support for understanding among politicians, bureaucrats and the general public of the rights, freedoms and obligations essential to a democratic private enterprise system;

To enhance business knowledge and strengthen the entrepreneurial culture of the private sector; and

To expand access by the business community to information necessary for informed decision-making.

The PSU will be a multi-functional unit, with the role of facilitating the private sector cause in Sri Lanka.

Towards effective achieving of this, the PSU has been structured with the following functional responsibilities:

Economic and business research

This will identify research needs and areas such as tax policy reforms, deregulation, labour market reforms, fiscal policy, privatisation, public-private partnership, educational policy, industrial policy, competitiveness and good governance and will conduct research and preparation of economic policy papers to submit to government and policy makers.

Advocacy and lobbying

Based on research findings, the FCCISL will submit Economic Policy Papers to the relevant authorities. In doing so PSU will advocate for policy reforms both at national and sub national level, lobby with politicians and bureaucrats, represent itself on various policy making bodies and government institutions and pursue policy reforms at institutional level.

The PSU will be supported financially by the Centre for International Private Enterprise, an affiliate of the US Chamber of Commerce, for three consecutive years. This is the first occasion that this Enterprise is directly assisting a Sri Lankan organisation and the second where it is directly helping an organisation in South Asia.
