Special police unit to come up in Madiwela

by JAYAMPATHY JAYASINGHE

A police unit is to be set up at the National Child Protection Authority (NCPA) premises at Thalawathugoda Madiwela to combat rising incidents of child abuse more effectively in collaboration with the National Child Protection Authority, Police sources told the "Sunday Observer".

The Interior Minister, John Amaratunga has requested the Acting IGP, T.E. Ananadarajah to set up this unit in order to crack down on child abuse and paedophile activities. The minister, is expected to be open this unit on October 1.

The Unit will initially have around 10 police officers drawn from the Bureau for Protection of Women and Children at Castle Street, Borella which will function directly under DIG, Greater Colombo, Sirisena Herath. DIG Herath said the Police Bureau for Protection of Women should work closely with the NCPA to stamp out child abuse.

The National Child Protection Authority's Chairman, Prof. Harendra de Silva said that to commemorate the event, a new stamp would be issued on this day.

Prof. Silva said the NCPA has investigated around 900 child abuse cases referred to them last year. The figure is certainly higher with cases investigated by police stations in the country. Paedophile and child abuses cases investigated by police stations are not always referred to NCPA and therefore becomes difficult for the NCPA to keep a tab on each case. To overcome the impasse, the NCPA had proposed that a Medico-Legal form to be sent to the NCPA by police stations in respect of every child abuse case.

The National Child Protection Authority (NCPA) which was set up by a Parliamentary Act No. 50 of 1998, to curb incidence of child abuse functions directly under President Chandrika Kumaratunga. NCPA is equipped with sophisticated instruments for recording of complaints etc.
