'Dormant' depts should justify their existence by Chamikara Weerasinghe Departments and institutions that come under the Ministry of Plantation Industries have been asked to "justify their existence" as operations in the institutions concerned have become virtually defunct during the course of the financial year 2002. The Secretary to the Ministry of Plantation Industries, S.K. Gunasekera, told the "Sunday Observer" that he had received numerous complaints over insufficient work output in almost every important unit of the ministry. Mr. Gunasekera said that he had appointed a committee to evaluate the situation and submit a report justifying their existence and why they could not function with the available allocations. Meanwhile, officials of the ministry's departments and institutions, including the Sri Lanka Rubber Research Institute and the Coconut Research Institute, have complained to the Plantation Industries Minister Lakshman Kiriella that the funds allocated from the Treasury for their respective departments were insufficient, and as a result they were unable to cope with the work, authoritative ministerial sources said. Asked to comment on the situation , Secretary Gunasekera asked why they "run" these departments and institutions at all, if they cannot run them with their available resources. "The committee headed by an Additional Secretary of the ministry, comprises several other ministry officials who are thorough with the departmental operations. " Also, I have asked them to propose their own solutions to successfully tackle the situation," Mr. Gunasekera said. "What can the Treasury do if it is unable to allocate more funds?" he asked, adding: "On the contrary , the heads of all departments should function with the available financial resources". |
