LTTE assures:No child soldiers in future by Rodney Martinez in Berlin The Liberation Tigers of Tamil Eelam (LTTE) gave a categorical undertaking that there would be no recruitment of child soldiers in the future. According to chief Government negotiator Prof G. L. Peiris the LTTE had gone one step further, agreeing to submit itself to the scrutiny of the UNICEF vis-a-vis child soldiers. This is the first time the LTTE has volunteered to come under the monitoring mechanism, Prof. Peiris told journalists at the end of the first day of the fifth round of peace talks being held in Berlin, Germany. As far as the rehabilitation of the existing child soldiers is concerned, this would be the joint responsibility of the government and the LTTE , which will be monitored by the UNICEF. The UNICEF has not played a role in this regard earlier, Prof Peiris said. Deliberating on the topic of Human rights both parties had agreed on a comprehensive formula with the assistance of former Human Rights Secretary General, Ian Martin . The parties gave a mandate to Ian Martin to prepare a Human Rights education programme governed in compliance with International human rights norms. The ex- Amnesty Secretary General was also given the task of submitting proposals for the training of police and prison officials. There will also be a monitoring mechanism (Human Rights) comprising National Human Rights Commission or a body with foreign assistance , Prof. Peiris said. |
