Swiss lessons for LTTE

Following the successful sixth round of peace negotiations that was concluded in Hakone, Japan on Friday, a high ranking LTTE delegation is scheduled to visit Scandinavian countries next week to study the federal system of governance, sources closer to the LTTE revealed.

The delegation will comprise 20 members, but the composition is yet to be known. This delegation will work with members of the Canadian-based Forum of International Network of Federalism and at the end of their study tour will attend a seminar in Geneva where they will be thoroughly briefed by international experts on federalism. A fortnight ago a government delegation of Parliamentarians along with some Opposition members, too, visited several countries to get a first-hand knowledge on the federal system of governance.

In another move, the LTTE on Friday announced at the Hakone Talks that it would fully co-operate with the government to hold the local government elections in the North and East inclusive of areas held by the LTTE. Japanese special envoy Yahshi Akashi joining the Hakone Talks assured the government and the LTTE that despite the anticipated setback of the Japanese economy due to the current American war on Iraq, the full quantum of aid will be disbursed at the donor parley scheduled for June in Tokyo.

Despite the war on Iraq, the US Deputy Secretary of State Richard Armitage will preside at a meeting of finance ministers of 30 countries scheduled for April 14 in Washington which is a precursor to the Tokyo donor parley.
