Speaker's ruling: Opposition to wait till Nov. 28 by Deepal Warnakulasuriya The Opposition's parties have decided to defer the motion of no-confidence against Speaker Joseph Michael Perera, until after the debate over the issue, which is scheduled for November 28. The PA MPs were adamant to bring a motion of no-confidence against the Speaker following his controversial ruling that the majority of the House has the power to re-summon Parliament. The ruling created further turmoil in Parliament, after it was re-summoned after it was prorogued on November 04. Opposition Leader Mahinda Rajapakse said that the Opposition was given only a day for the debate, although they had asked for two. "We, the PA as well as the JVP wanted two days for the debate, as it was a serious unconstitutional statement by the Speaker", he told the 'Sunday Observer'. He said that bringing a motion of no-confidence would be considered after the debate on November 28. He said that the Speaker had no power to make any ruling or pronouncement over the powers vested on the President according to the existing Constitution. Rajapakse also added that the Attorney General K.C. Kamalasabeyson PC had informed the Speaker in a communique that he had no powers to re-summon the Parliament once it was prorogued by the President. |
