Chinese aid for public administrative service

The Chinese Government has expressed its willingness to establish a complete computer network for Sri Lanka's vital government departments to expedite work in the island's public administrative sector.

This was disclosed by Chinese Ambassador in Sri Lanka Sun Guoxiang at a meeting with Public Administration Minister Amarasiri Dodangoda in Colombo on Thursday.

Ambassador Guoxiang said China had been granting a loan of Rs. 800 million annually for development activities in Sri Lanka. "After completing some of the major development projects undertaken by the People's Republic of China in Sri Lanka, we will focus our attention on the establishment of an island-wide computer network to expedite the administrative work here," he said.

Guoxiang said a modern cultural hall is now being constructed with Chinese aid at Bauddhaloka Mawatha, Colombo for the benefit of Lankan artists to stage dramas and other cultural events as well as to train those engaged in such activities. Minister Dodangoda said the three major public departments - the Registrar General's Department, Land Registrar's Department and Pensions Department - were currently maintaining a close rapport with the public.

"Therefore, if a computer network is introduced covering these three departments, the Public Administration Department can render an invaluable service for public servants," he added.

Minister Dodangoda said that people who visited these departments had to undergo many difficulties, spending long hours to fulfil their needs of obtaining birth certificates, land title deeds, various schedules over country-wide State-owned land and matters related to pensions.

"The establishment of a computer network for these three departments would minimise the long delays in such work places, expediting the administrative work for the benefit of the public," he said.
