by Deepal Warnakulasuriya

Ministry of Skills Development, Vocational and Technical Education has planned to institutionalise a unified national system of skills development, vocational and technical education in the country. Minister Piyasena Gamage told the 'Sunday Observer' that the ministry has recognised the need to rationalise the existing vocational and technical education practices in Sri Lanka soon.

Minister Gamage said that such a development, implementation and institutionalisation of the vocational and technical education will be achieved rectifying the Tertiary and Vocational Education Act, No. 20 of 1990. "Establishing a national vocational qualifications framework, implementation of a competency based training system, strengthening and streamlining the current national trade testing system, provision of student support services at training centres and several other projects will be activated recognising as a timely need," the Minister said.

The Minister also said that he had already defined and briefed the institutions which conduct vocational and technical education programs in the country of their responsibilities.

The minister also added that the Tertiary and Vocational Education Commission (TVEC), National Institute of Technical Education of Sri Lanka (NITESL), National Apprentice and Industrial Training Authority (NAITA), Vocational Training Authority (VTA), the Department of Technical Education and Training (DTET) and National Youth Services Council (NYSC) will have different but important roles to play in the field.

Meanwhile, the German Federal Ministry for Economic Cooperation and Development the German Technical Cooperation (GTZ) has begun a project to enhance and strengthen vocational training institutes to ensure that employment oriented training is provided to its target groups. GTZ has recently donated sets of specially prepared packages islandwide to 52 fully equipped Learning Resource Utilisation Centres (LRUCs) which come under six main institutions enabling the provision of effective and quality vocational training.

The minister also stressed that vocational and technical education was not just for the ones who failed the university entrance but for those who intend to do something worthwhile.
