Damages to the road sector

Present status of Colombo-Galle-Hambantota-Wellawaya road (A2)

The A2 carriageway has been cleared from Colombo to Ambalangoda and is in motorable condition. The road sections from Ambalangoda to Weerawila (255 km) and from Weerawila to Tissamaharama have also been cleared except for a 2 km section from Seenigama to Hikkaduwa.

Colombo to Akurala (Ambalangoda) section is motorable.

The roads at the following locations are damaged.

Akurala Bridge: This bridge is completely damaged (about 30m gap) and a Bailey Bridge (2-lane, 30m long) which is in need of urgent repairs.

Seenigama: The box culvert in front of Dewalaya (96th km) is damaged (about 10m gap) and the gap could be filled using 4 ft diameter hume pipes.

Hikkaduwa: Road embankment is damaged at two locations, with gaps of 40m and 30m between Sennigama to Hikkaduwa (96th km and 97th km). These gaps could be filled using hume pipes.

Galle: Magalle Bridge (near the Navy camp) is damaged and a Bailey Bridge (2-lane, 30m long) is needed.

Habaraduwa: A small bridge at Goiyapana is partly damaged. Only one lane is in operation. A Bailey Bridge should be installed immediately. Repairs could be attended to, by the Chief Engineer/RDA Galle, with local resources.

Weligama: Two bridges along Weligama road are partly damaged and needs repairs.

However, the old road could be used for traffic.

Dondra: The bridge located closer to the University is damaged and repairs are under way.

Talalla: The road embankment at Talalla bend is damaged and is being repaired.

Actions to be carried out

Construction of Bailey bridges in Akurala, Magalle and Goiyapana

Immediate filling of gaps at Seenigama and Hikkaduwa using hume pipes Repairs to damaged sections at Dondra and Talalla

Bridge Designs Division of RDA should commence designs and prepare estimates for reconstruction of the damaged bridges as early as possible. If the capacity is inadequate, RDA should engage a few consultants under the supervision of the Director/Engineering Services.

Damages caused to buildings

RDA office, circuit bungalow, CE's quarters and other 2 quarters facing the Inner Harbour Road in Trincomalee were submerged.

Damages caused to depots

Town depot on Ambepussa-Kurunegala-Trincomalee Road (AKT Road - A6) at 187 km, has been completely washed off with all the materials, check rolls and other items.

Although labourers were working at the depot on that day, no deaths were reported.

Damages caused to ferry- boats

All ferryboats except Kilivetty and Verugal have been carried away by the sea water and action is being taken to locate the same. One small ferry has already been brought back to Kinniya and it is being used at present. Subsequently, ferryboats at Kinniya, Muttur and Pudavaikaddu were also located and Navy assistance is required to bring them back.

The details of missing ferryboats are given below:

2 nos small (10T) (1 No.-40 HP) at Kinniya

1 no. big (85T) at Kinniya

1 no. small (10T) at Muttur

1 no. small (10T) at Gangai

1 no. small (10T) (1 No.-40 HP) at Pudavaikaddu

1 no. small (10T) at Yan Oya.

Damages caused to roads and bridges

AKT Road - 197th km: A length of 20m of a retaining wall has collapsed and half the width of the carriageway has been washed off. However, the road is passable. Trincomalee-Pulmuddai Road: Salappawaru bridge approach roads have been washed off for a length of 200m and is impassable.

Beach road - 1st km: Culvert is damaged and half the width of the carriageway has been washed off for a length of 75m and is passable.

Batticaloa-Trincomalee Road (B-T Road) - 126th km: Half the width of the carriageway has been washed off for a length of 100m and is passable.

Thampalakamam-Kinniya Road: The causeway is damaged and is being repaired.

Damages caused to buildings and equipment: EE's office, Mullaitivu is damaged with loss of all the equipment and furniture.

Damages caused to lives of employees: S. Mahendrarasa, casual day watcher who was on duty is reported to be missing.

Damages caused to materials and vehicles: 85 barrels of 80/100 hot bitumen barrels and 25 barrels of emulsion (CRS-1) are reported to be missing. Tipper (3T) bearing No. 68-6282 is badly damaged.

Area under the purview of the EE, Mullaitivu

Paranthan-Karachchi-Mullaitivu Road (48-52.13 km): This road section and the 50/1 causeway are damaged and are being repaired. This section of road is now in motorable condition. Estimated cost of repairs is Rs. 6 million.

Beach Road (0.9 km): This road is completely washed off and is still submerged. Estimated cost of repairs is Rs. 2 million.

Mullaitivu-Kokilai Road (0.16 km): The road is damaged. Estimated cost of repairs is Rs. 5 million.

Mankulam-Mullaitivu Road (42-49.25 km): The road is damaged. Estimated cost of repairs is Rs. 3.5 million.

Area under the purview of the EE-Killinochchi

Soran pattu - Thalayadi Road (6.5-7.5): The road is damaged. Estimated cost of repairs is Rs. 1 million.

Point Pedro-Maruthankeny Road (19-30 km): The road is damaged. Estimated cost of repairs is Rs. 5 million.

Area under the purview of the EE-Pallaly

East Coast Road (0.8-4.74 km): The road is damaged. Estimated cost of repairs is Rs. 6 million.

Jaffna-Ponnalai-Point Pedro Road (42.6-55.4 km): The road is damaged. Estimated cost of repairs is Rs. 6 million.

Point Pedro-Maruthankeny Road (0.8-4 km): The road is damaged. Estimated cost of repairs is Rs. 2 million.

Area under the purview of the EE-Jaffna

Jaffna-Manipay-Karainagar Road (18.5-22 km): The road is damaged. Estimated cost of repairs is Rs. 7 million.

Jaffna-Ponnalai-Point Pedro Road (16-42.6 km): This section is within the high security zone and prior permission has to be obtained to carry out necessary inspections.
