NCED launches legal cluster National Council for Economic Development (NCED) launches Legal Cluster. Cluster member's are eminent personnel in the judicial and legal reform spheres facilitating the government's efforts to collate perspectives and concerns of stakeholders in diverse areas, the NCED aims towards introducing reforms and improving key sectors of our economy. Government policy formulation often takes place with little or no input from those in the judicial, legal and regulatory fields. With our economy becoming increasingly integrated across sectors and in the context of globalisation, the input of various stakeholders and interaction between them has become increasingly vital. There is also a need for greater dialogue and interaction between policymakers and those in the judicial, legal-both states and private and regulatory spheres in order to assure a coordinated approach. The degree of awareness on the emerging trends in the economic and business climate also needs improvement. While recognizing that several initiatives have been undertaken towards institutional reforms, a matter for concern is that stakeholder institutions have not become an integral part of the over-all government socio-economic development strategy within which Sri Lanka is to achieve the targeted GDP growth on a sustainable basis. Laws delays, institutional shortcomings, weakness in procedures and practices, inadequacy human resource skills and the lack of the use of technology adversely affect country's growth and the business development environment. The launch of the legal cluster consisting of eminent personnel in the judicial legal regulatory and reform spheres is a realization of a long felt need in the country. Legal Cluster is chaired by Chief Justice Sarath N. Silva and the several other members of civil society. |
