Japan's share:

Over Rs.9b for tsunami relief

by Deepal Warnakulasuriya

Japanese Foreign Affairs Ministry Economic Cooperation Bureau, Deputy Director General Kazuo Kodama who led the Japanese delegation to the Sri Lanka Development Forum held in Kandy last week said that the Sri Lankan Government was well represented at the sessions and President Chandrika Bandaranaike Kumaratunga's speech set the forum in right tone for the success of the Forum.

He made these observations at a press briefing held at the Japanese Embassy last week to enlighten the media about the Japanese loan assistance and grants pledged at the Sri Lanka Development Forum - 2005.

Kodama, on behalf of the Japanese Government had pledged over Rs. 9000 million for work on tsunami relief programs. The loan is provided towards the Sri Lanka Tsunami Affected Area Recovery and Takeoff (STAART) project under the concessionary terms of the Japan Bank for International Cooperation (JBIC).

The STAART project comprises two sub projects as Infrastructure Rehabilitation Project (IRP) and Small Business Revival Project (SBRP). While the IRP supports the rehabilitation and additional construction of small scale infrastructure in tsunami affected areas (water supply, transport, irrigation, power etc), the SBRP will focus on the revival of tsunami affected small businesses between Rs 5 million to Rs 20 million.

He also stressed the necessity of a post-tsunami joint structure while working on relief and rehabilitation projects in tsunami affected North and East areas. He also said that according to the President, the proposed structure would be set up within a few weeks.`

He further said that quoting Japanese Special Envoy on peace building, reconstruction and rehabilitation, any kind of structure would be useful for the progress of the Cease-fire Agreement as well as relief for the tsunami affected.
