Laws hamper refugee return by Thava Sajitharan 'Citizenship could not be granted to Sri Lankan refugees in India unless the relevant Act, which requires the refugees be permanent residents of India since 1964, is applied' according to Prof. Lakshman Marasinghe, the Chairman of Law Commission of Sri Lanka. Addressing several lawyers at a confab titled 'Looking to the Future' held in Colombo yesterday he said "When I was in India last time, I saw many Sri Lankans in Chennai wanting to come back home. But they cannot come, unless we apply Act 35 of 2002 which grants citizenship to Indian refugees. Under this Act they have to be in permanent residence since 30th October 1964". President of Bar Association of Sri Lanka Desmond Fernando, Judge of the International Court of Justice C. G. Weerarmantry, Representative of Asia Foundation Nilan K. Fernando were also present at the event. The core issues taken up for discussion were on laws delays and 18th amendment to the Constitution. |
