NGOs complied to cooperate with CNGS

The enactment of Acts, issuance of circulars for registering non-governmental organisations (NGOs) and other interventions by the Government to streamline the NGO activities have not fulfilled the objective of the Government.

There is a necessity to develop a mechanism to provide a platform for NGOs to work, as a development partner with the Government and an effective policy framework for NGO activities is absolutely essential, said Centre for Non-Governmental Sector Adviser I. K. Balasooriya at a media conference on "building proper systems of Control of Humanitarian Aid Resourcing and Delivery" held at Ceylon Continental Hotel, Colombo.

Balasooriya explained that the National Secretariat for NGOs at the Ministry of Women Empowerment and Social Welfare was the registering authority of the NGOs, voluntary social services organisations and added that the NGOs that carry out activities in more than one administrative district or in receipt of foreign funds could continue to carry out their activities only in one district and they were required to register with the District Secretary (AGA) and those who would carry out their activities only in one divisional secretariat were required to register with that secretariat.

Referring to the objective of the CNGS, Balasooriya said that to facilitate the activities that were being carried out following tsunami the CNGS was set up with Cabinet approval in February 2005,under the Department of External Resources of the Ministry of Finance and Planning.

Balasooriya also said that the CNGS would go through the above records to facilitate the voluntary social service organisations which had sound financial support and commitment to carry out activities in Sri Lanka and added that the CNGS had been empowered by the Cabinet to monitor and review progress of the NGOs and they were required to submit their progress reports to the CNGS when required.

Balasooriya urged the NGOs to extend their co-operation in providing necessary information to the CNGS from time to time while engaged in development activities with a positive feedback about their performance in particular in the post-tsunami activities carried out in Sri Lanka.

She said the rationale for establishing CNGS was the expansion of activities of the voluntary groups and organisations resulted in formulation of rules and regulations by the Government to carry out the activities according to the policies of each country.
