Treasury Secretary calls for coordinated donor support

Addressing a workshop held at Hotel Taj Samudra, Colombo Friday morning introducing the Report "Attaining the Millennium Development Goals in Sri Lanka" published by the World Bank, Treasury and Finance Ministry Secretary Dr. P. B. Jayasundera said that Sri Lanka does not suffer from lack of donor assistance but the problem is how productively this donor assistance is utilised.

He called for a fairly coordinated effort in utilising donor assistance in a more organised and rational manner. Lack of such a coordinated effort has given rise to multiplicity of programs by a multiplicity of donors, which affect the efficacy of their utilisation, he said.

Speaking of the Millennium Development Goals Dr. Jayasundera said that they provide an acceptable development framework. In carrying forward these goals the Sri Lankan Public Service is an asset as it is widespread, he added. He called for enhancing its productive capacity by a program of skills development, which has been overlooked for long.

He cited unavailability of good infrastructure - roads, electricity and transport- as a major impediment to development, especially regional development. He also called for reforms in the procurement procedures, which hamper speedy implementation of projects.(JV)
