Final document on APRC drafted
Agreement has been reached among different political parties who
attended the All Party Representative Committee (APRC) on the
deliberations and the final document as a proposed solution to the
ethnic problem is now being drafted, said Chairman of the Committee and
Minister of Science and Technology, Prof. Tissa Vitharana.
Political parties who attended the APRC held elaborate discussions on
the various issues on devolution of powers and also the shortcomings in
the 13th Amendment, Minister Vitharana said.
Explaining the salient features of the proposals, he said that they
are not founded on the 13th Amendment, it is a much different version
with powers clearly divided between the centre and the provinces without
ambiguity, with no prospect of mutual interference. Under the proposals
there are provisions for police and land powers to a certain extent, the
Minister said. He also said that drafting the final document should not
take very long.
