PERISCOPE

SLN Torpedoes

We highlighted in this column sometime back that arms procurement was more a game of who gets the best cut of them all than adhering to technical specification which will ensure superior performance in a conflict situation, and save many souls in the process. S.O.S. is not to be in the case of the SLN. We hear the Supremo himself has ensured this time that an honest and efficient officer Capt. D is replaced by another mole handpicked for his willingness to side with 'the kingpin', Capt. K. was firmly entrenched as the representative at the Peace Secretariat. We are sure that this time around torpedoes will be fired back to the Supremo, on vital decisions, at the Peace HQ Inc. Keeping the information channels open to the palace, seems to be more important to our Supremo than, ensuring peace.

Aegian Stables

The old horses we informed were studying the Provincial Administrative Council (PAC) structure at the Wanni watering role, for an interim administration. The tribe is gearing itself to bring in line the TNA and the Gods of Love - Eros. They intend to revive the Love gods for future elections, if their overture to 'Happy Sang-a-ree' meets with an unhappy ending. The new negotiator-the Tamil the wealthy man, has planned to brief the diaspora in Germany and other Euro countries, that the demand for a separate state has been abandoned, and to renew the pledges of support to the tribe. Unlike in the Aegian stables, my friends the tribe intends to close the stable gates, before the horses bolt!

Lion or Tiger?

The SLA unlike their amphibious cousins, have their patriotic spirits kindled quickly when they see the tribe hoisting the Eelam flag in the cleared areas in the Wanni as well the Government controlled areas. They have raised this issue several times with the SLMM who have done nothing more than slam the door shut on such trivia, as respecting one's national flag, MOU or no MOU. Ms Nut Wig of the peace keepers had assured our boys of the SLA that the 'flag' issue will be raised (no pun intended) again with the elder tribesmen, but with no guarantees. We are told that the boys are now 'emotionally disturbed' over this issue.

To settle or not to settle

The Sri Lankan refugees in Tamilnadu are wanting to get to their roots, but the Dhandu Monara have 'raised' their fares and hence it has become an expensive affair to get a seat on Colombo bound flights along with bag and excess baggage! The option apart from swimming the Palk Straits, is to board a generally overcrowded boat, at a substantially reduced fee. There aren't many takers for this boat ride, as in any event you may have to swim for shore, if the weather turns foul. This has posed more problems to a peace secretariat, which is generally happy taking about resettlement, rather than actually doing the job!

Recalcitrant Public Servants and double games

A bird has whispered that a Secy of a Ministry, has been upto his double games of keeping a foot in the palace and one in the Araliya abode. When the Chair of a govt. institution was to accompany him to a far off land, the Secy had remarked, that he is the sole representative of the migratory breed, and still seems to labour under the belief that CBK rules the roost! By the looks of it Ranil who usually maintains his cool, is hopping mad over this issue.

Ranil had been away at Bentota during the week, brainstorming how to come to grips with the matters which affect the country, the interim administration in the North-East, and the development issues in particular. Creating employment to the multitude in the private sector and to speed up the implementation of the programmes seems to be getting top billing. Ranil is out to ensure that the project managers know their onions and overseas training is on the card for those with the commitment, and the skills to deliver results on time.

Seeing Red

The Rathu Sahodarayas, have been lobbying CBK to bring in the Indians to replace the Norwegians in Peace Monitoring. What with improved relations with India and China, the brotherhood is even planning to go across to China to seek Chinese help for the peace process. They seem to be seeing red, in their morbid fear of UN peace keeping forces taking over the monitoring role from the Norwegians. Now they are trying to have the SLFP too to tag along to India to lobby for 'peace' assistance. What a strange turn of fate. Once they helped the UNP under the regime of President Premadasa, to dislodge the IPKF of India, and now it seems the roles have reversed!! The way to go fellas! The Way to go!!
