Telecom regulator should regulate by K. K. Gunawardana The article "Telecom Regulator Should Regulate" published in the Sunday Observer January 2, misrepresented/distorted data of vital national importance quoted in the article misleading the public. I have been made to understand that the data contained in the presentation I made on November 24 to the Sri Lanka Branch of the Institution of Electrical Engineers (IEE) London, UK has been quoted in two articles published in the Sunday Observer under the above caption: the first article on December 12, a presentation made by the Deputy Speaker in Parliament quoting data presented in my paper and the other on January 2, a response to this article by R. Samarajeeva published in the Sunday Observer of January 2, 2005. I categorically state that I did not write the first article as implied in the second article. It is apparently the reason that prompted Mr S to react in order to salvage his status quo already impaired virtually beyond redemption by the recent exposure of his opulent salary of US$ 298,000 per annum (i.e. nearly SL Rs. 250,000 per month) drawn by him in scarce foreign exchange as the head of the PIPU. This opulent salary exceeding that of the head of any UN agency by over two fold was a top secret until published in the CDN and announced on TV in October 2004. My paper, was presented in response to the repeated requests made by the IEE Committee Sri Lanka as far back from September 2004 to address its members on the chaotic state of Interconnection in the Telecom Sector of Sri Lanka - the most critical shortcoming eroding market competitiveness and affordability of telecom service. The presentation was made solely for the discourse of the members of the I.E.E interested in the subject. It was never the intention for the paper to be published in the news media. All those who brought to my notice theses publications expressed much concern of the misleading contents of the publication of January 2, distorting and misrepresenting vital information of national importance. |
