Japan gives grant for Tower Hall

Two Exchange of Notes were signed between the Governments of Japan and Sri Lanka providing a grant of Japanese Yen 39,225,000 (approximately Rs. 29 million) under the Japanese Government's Debt Relief Grant Scheme and another grant amounting to Yen 49,900,000 (approximately Rs. 37.2 million) under its Cultural Grant Aid Programme, a press release issued stated.

The Debt Relief Grant will make adjustments to the past bilateral aid from Japan to Sri Lanka to relieve the debt repayment difficulties Sri Lanka is likely to face. This grant has been extended annually since 1978 by Japan in keeping with the Resolution 165 of the Ninth Special Session of the Trade and Development Board of the UNCTAD, dated March 11, 1978.

These "United Cash Grant" will enable the recipient country purchase goods such as vehicles, locomotives or spare parts from other countries, thus lessening its international balance of payment difficulties.

The other grant of Japanese Yen 49 million provided under Japanese Government's Cultural Grant Aid Programme is to supply sound and lighting equipment to the Tower Hall Theatre. With the provision of new equipment, the performance facilities of the theatre would be upgraded to modern standards.

The Government of Japan has been providing Cultural Grant Aid on an annual basis. Under this programme Japan had provided Micro Filming Equipment to the Colombo National Museum Library in 1998, Musical Instruments to the Aesthetic Training College of the Ministry of Education & Higher Education in 1999 and Stage Lighting System and Audio equipment for John De Silva Theatre in 2000.

Signing of the Exchange of Notes for these two grants took place at the Ministry of Finance on February 12. Seiichiro Otsuka, Ambassador of Japan in Sri Lanka and Charitha Ratwatte, Secretary, Ministry of Finance signed the Exchange of Notes on behalf of the Governments of Japan and Sri Lanka respectively.
